Sounds like the usual problem.
One thing that seems senseless is regulating number of rods when there already is a bag limit. Where is the big difference if you are using 1 or 10 rods as long as you don't take more fish with you home than the bag limit. I love bait fishing (with worms or fish as bait), but in put and take ponds with bag limits there should be restrictions to bait fishing. When bait fishing the fish often swallow the bait making it more or less impossible to put the fish back in.
What is stupid is allowing people to buy more than one fishing license a day.
Most ponds are only stocked with a very limited amount of fish. By the time the season is half over there is no fish left in the pond.
The rules regarding the fish warden should be changed. Wardens should be required to write reports from their rounds if they have stopped anglers or not. Also Wardens should be required to show a certain activity during the year. if they don't they should loose their license to be a fish warden.
Also fishing guides should be natural wardens as they are constantly out in the field.
I agree with you that it is horrible to see how greedy the anglers are here in Sweden. This is unfortunately the same all over northern Scandinavia. Some people just don't understand that there are limits in Nature, and that we are destroying some of the best fishing waters in the world by being greedy.
